Wpływ dotacji z budżetu państwa na Gminę Miasta Radomia

Abstract

Niniejsze opracowanie jest poświęcone wpływowi dotacji z budżetu państwa na Gminę Miasta Radomia. Podjęty problem badawczy dotyczy znaczenia oraz kierunków dotacji budżetowych w ujęciu potrzeb finansowych, koniecznych do prawidłowej realizacji gospodarki budżetowej jednostek samorządu terytorialnego. Niezależnie od ich zróżnicowanych potrzeb wydatkowych i woli ograniczania w prowadzonej przez nich polityce udziału dochodów zewnętrznych, ustawodawca zdecydował się na pozostawienie udziału dotacji z budżetu państwa na poziomie podobnym do dotychczasowego. Celem opracowania jest wskazanie kierunku, w jakim powinna podążać polityka dotacyjna na przykładzie uchwały budżetowej Gminy Miasta Radomia.

The study explores the impact of state-budget subsidies on the Municipality of the City of Radom. The research problem concerns the importance and directions of state-budget subsidies in the context of financial needs required for proper budgetary management by regional and local authorities. Despite the differing spending needs of these authorities and the will to reduce the share of external revenue in their policies, the legislator has decided to leave the share of state-budget subsidies at a level similar to the previous one. The aim of the study is to indicate the direction that the subsidy policy should take, with the budget resolution of the Municipality of the City of Radom used as an example.
