Abstract
The World Health Organization is the most important organization exercising the mandate of the United Nations in the field of establishing and expanding the institutional guarantees for the protection of health and safety system to build the basic rights of the individual health. WHO is one of the specialized agencies of the United Nations, acting in the wider social sphere on the plane protecting and promoting health. WHO also enjoys a high degree of recognition in an international relations. Health is a key-word in the acquis of the WHO, which even in handy a reputation as “lawyer of global health”. According to Preamble of WHO’s Constitution, health is a state of complete physical, mental and social well-being and not merely the absence of disease or infirmity and the enjoyment of the highest attainable standard of health is one of the fundamental rights of every human being without distinction of race, religion, political belief, economic or social condition. The health of all peoples is fundamental to the attainment of peace and security and is dependent upon the fullest co-operation of individuals and States. The achievement of any State in the promotion and protection of health is of value to all. It is vital to reach this ambitious goals.
