    Determinanty współpracy społeczno-gospodarczej regionów w ramach Inicjatywy Trójmorza

    Celem pracy jest analiza determinantów współpracy społeczno-gospodarczej regionów w ramach Inicjatywy Trójmorza w oparciu o wielowymiarowe wyzwania dotyczące m.in. współpracy, partnerstwa, relacji, współdziałania i integracji w kontekście prowadzenia międzynarodowej współpracy samorządowej oraz rozwoju społeczno-gospodarczego. Aktualność podjętej problematyki wynika z dynamicznie zmieniającej się sytuacji geopolitycznej w Europie Środkowej i Wschodniej oraz zmian w kształtowaniu rozwoju społeczno-gospodarczego w Unii Europejskiej. Głównym zadaniem podjętym w pracy było uzyskanie odpowiedzi na pytanie, jakie determinanty wpływają na prowadzenie współpracy społeczno-gospodarczej w ramach Inicjatywy. Aby poznać odpowiedź na zadane pytanie, zastosowano metodę triangulacji, polegającej na wykorzystaniu różnych źródeł danych, metod badawczych i perspektyw w celu zwiększenia trafności wyników badania. W kontekście społeczności lokalnych i regionalnych wskazano, że występuje w nich wielość celów i elementów określających ich skuteczność. Efektywność regionalną powinno ujmować się w kategoriach ładu i sprawczości, rozpatrywanej pod kątem technicznym, ekonomicznym, ekologicznym, kulturowym, ale również najważniejszym z perspektywy realizowanej dysertacji - społecznym. W kategorii społecznej mamy do czynienia z tworzeniem się efektywnych i harmonijnych stosunków formalnych i nieformalnych. W tym zakresie należy podkreślić ogromne możliwości i potencjał Inicjatywy, ale również wiele zagrożeń, zaczynając od kwestii klimatycznych, demograficznych a kończąc na bieżącej sytuacji geopolitycznej, uwzględniającej konflikty w Europie Wschodniej i jej bliskim otoczeniu. The point of departure for the PhD dissertation is the analysis of the determinants of socio­ economic interregional cooperation under the Three Seas Initiative on the basis of the theoretical discussion of such aspects as cooperation, partnership, relations, interoperation and integration in the context of international cooperation between local government bodies and socio-economic development. The discussed subject matter constitutes a current issue due to the dynamically changing geopolitical situation in Central and Eastern Europe. The main objective of the discussion was to find answer to the question which determinants impact on socio-economic cooperation under the Initiative. In order to answer the question, the triangulation method was used, encompassing various data sources, research methods and perspectives to increase the relevance of research results. In the context of local and regional communities, a variety of objectives and elements determining their effectiveness was identified. The regional effectiveness should be considered through the categories of order and agency from the technical, economic, ecological, cultural and social perspective, the latter being the most crucial from the point of view of the present dissertation. In the social dimension, the issue in question is the creation of effective and harmonious formal and informal relations. In this respect, the vast potential and possibilities of the initiative should be emphasised, as well as the numerous threats, starting from climate and demographic issues, and ending with the current geopolitical situation, taking into consideration conflicts in Eastern Europe and regions in its close proximity.

    Wybrane problemy współpracy sieciowej jako narzędzia zintegrowanego rozwoju na przykładzie Trójmorza w kontekście geopolityki regionu

    Celem artykułu jest analiza wybranych problemów współpracy sieciowej jako narzędzia zintegrowanego rozwoju na przykładzie Inicjatywy Trójmorza. Analiza została przeprowadzona na podstawie teorii dotyczących m.in. współpracy, partnerstwa, relacji, współdziałania i integracji. Aktualność podjętej problematyki wynika z dynamicznie zmieniającej się sytuacji geopolitycznej w Europie Środkowej i Wschodniej. W artykule zostały przedstawiono powody powołania i rozwijania Inicjatywy Trójmorza jako obszaru współpracy społeczno-ekonomicznej. Ma to duże znaczenie w kontekście bezpieczeństwa Europy Środkowej, które w dużej mierze zależy od rozwijania współpracy zwłaszcza w dziedzinie energetyki, transportu i cyfryzacji. Inicjatywa Trójmorza, mimo stosunkowo krótkiego czasu funkcjonowania, uzyskała już międzynarodową podmiotowość, opisywany byt polityczno-gospodarczy wciąż definiuje swoją tożsamość, co wynika z zawiłej sytuacji geopolitycznej regionu. Ponadto w ramach tej inicjatywy państwa Europy Środkowej i Wschodniej starają się reprezentować swoje interesy na forum Unii Europejskiej. The aim of the considerations was to analyze selected problems of network cooperation as a tool for integrated development on the example of the Three Seas Initiative. The analysis was carried out based on theoretical considerations regarding, among others, cooperation, partnership, relationships, cooperation and integration. The topicality of the discussed issues results from the dynamically changing geopolitical situation in Central and Eastern Europe. The article cites the key reasons for establishing and developing the Three Seas Initiative as an area of socio-economic cooperation. This has direct significance in the context of the security of Central Europe, which largely depends on developing cooperation, especially in the field of energy, transport and digitalization. The Three Seas Initiative, despite its relatively short period of operation, has already gained its international subjectivity, although it is worth mentioning that the Three Seas Initiative is still defining its identity, which results from the geopolitical complexities of the region. As part of this initiative, the countries of Central and Eastern Europe try to represent their interests at the EU forum, acting as a regional forum.
