    Selection of E-government Instruments in Poland

    E-Government consists in the transmission of information and provision of services via the Internet or via other means of electronic communication by the national or local government. This offer is addressed to citizens, entrepreneurs and other institutions, both public and private ones, and its main purpose is to improve the quality, efficiency, accuracy and speed of services provided by the State. Whereas, e-Governance guides managers how to use ICT and the Internet to perform their managerial, organisational, planning, coordination functions. The article describes a selection of exemplified instruments when the use of ICT influences (or at least could influence) the development of public governance. They reveal not only the essence of challenges and problems posed by the conceptual framework of e-Government and e-Governance to those exercising power and those who are governed in Poland but also the essence of opportunities. The following issues are elaborated upon in this paper: electronic platforms of public administration (Electronic Platform of Public Administration Services (abbrev. EPUAP), Points of Single Contact, Electronic Services Platform of Social Insurance Institution (abbrev. PUE ZUS) and access to environmental information via the Internet.

    The Obligations of Entrepreneurs Providing Services by Electronic Means

    The development of new information and communication technologies affects economic development. E-services, along with the accompanying social changes, are being implemented in almost every area of human life, and the development of information and communication technologies makes it possible to employ a number of new instruments in its various spheres (e-banking, e-commerce, e-education, etc.). Currently, the information space in the context of the provision and use of e-services includes consumers and entrepreneurs although it assigns them different rights and obligations in this area. It seems necessary to assess the impact of the implementation by entrepreneurs of obligations related to the provision of e-services and their impact on the economy and on consumer safety in online trade. Legal changes concerning the obligations imposed on entrepreneurs in that field appear periodically in response to new threats related to dynamic technological development.The publication is devoted to an analysis of the provision of on-line services and an assessment of the law, in particular with regard to fulfilling information obligations with respect to consumers in cyberspace.

    Wdrożenie dyrektywy INSPIRE do krajowego porządku prawnego w zakresie budowy infrastruktury informacji przestrzennej

    Artykuł zawiera rozważania na temat infrastruktury informacji przestrzennej. Celem publikacji jest wskazanie, w jakim stopniu wdrożono przepisy unijne w zakresie infrastruktury informacji przestrzennej w Polsce. W zasadzie wszystkie obszary działalności administracji publicznej na szczeblu krajowym, jak i samorządowym wiążą się w mniejszym lub większym stopniu z wykorzystaniem danych przestrzennych. W artykule omówiono pojęcia: dane przestrzenne, system informacji przestrzennej. Ponadto zwrócono uwagę na prace Unii Europejskiej nad zwiększeniem integracji systemów informacji przestrzennej, a także dokonano analizy polskich przepisów prawnych w tym zakresie. Przedstawiono i oceniono stan obecny w zakresie wdrażania infrastruktury informacji przestrzennej.
